President George W. Bush's administration opposes a speedy withdrawal from Iraq. However, its efforts for an orderly withdrawal are restricted by various obstacles. The foremost obstacle is to keep the armed militias away from the army and police, cleanse the government of corrupt elements, and end the civil war.
Although the government has been warning against a civil war, the Iraqis and their army have been in a civil war since the beginning of the occupation. The civil war is not expected to be declared officially."
