Turkey: Kurdish Filmmakers Wrestle with the Future
10/30/09
For Kurds, a nation without a state, artistic expression in recent decades has tended to have a strong political flavor. Now, however, some Kurdish filmmakers are attempting to break out of the old mold.
The trends, old and new, were on display at the inaugural New York Kurdish Film Festival, held on October 21-25. The lineup included eight feature films, a documentary, and 10 shorts. The focal point of the festival was three works with political themes; Yol, or The Path, which won Cannes Film Festival’s Palm D’Or in 1982 for its portrayal of Turkey after the 1980 military coup; The Storm, directed by the Turkish Kurdish Kazeem Öz, portrayed a group of students who become involved in the Kurdish uprising in the 1990’s; and Yuksel Yavuz’s documentary Close Up Kurdistan, a personal account of the filmmaker’s own return to Turkey from Germany."

'The Museum of Innocence,' by Orhan Pamuk. Translated by Maureen Freely - Review - NYTimes.com
By MAUREEN HOWARD
Published: October 29, 2009
Orhan Pamuk favors short chapters that lead the reader from one entry to the next, turning back to correct or amend. He is directorial in “The Museum of Innocence,” his enchanting new novel of first love painfully sustained over a lifetime. In 83 chapters, a privileged Istanbul resident named Kemal tells of his obsession with Fusun, a beautiful shopgirl. The story of this ill-fated passion is preceded by a map of the city. Pamuk’s earlier readers may recall the broad sweep of the Bosporus, the mosques and market streets, the Pamuk Apartments in Nisantasi, from his historical and autobiographical book of wonders, “Istanbul: Memories and the City.” Kemal renders all views — the abandoned apartment of his transporting sexual encounters with Fusun, the years of twisting his life out of shape to honor his enduring passion. He writes from Istanbul, not America where he studied, not Paris where upper-crust Turks were acquiring their gloss of “free and modern.”"

By ALON BEN-MEIR
Earlier this month, what should have been a multinational exhibit of military cooperation between the Turkish air force and its counterparts in the US, Italy and Israel, became yet another political snub in the growing public rift between Turkey and Israel. The joint exercise, which takes place every few years, was canceled indefinitely after Turkey canceled Israel's participation, causing the US and Italy to forgo the exercise in response. This public rebuff is one of many in a string of events that has shown Turkey's visceral frustration with Israel's handling of its incursion into Gaza late last year."

US Economy - Stimulus jobs overstated in report - by by Brett J Blackledge and Matt Apuzzo
The White House is promising that new figures being released Friday will be a more accurate showing of progress in President Barack Obama's economic recovery plan. It aggressively defended an earlier, faulty count that overstated by thousands the jobs created or saved so far. Ed DeSeve, serving as Obama's stimulus overseer, said the administration has been working for weeks to correct mistakes in early counts that identified more than 30,000 jobs paid for with stimulus money. He said a new stimulus report Friday should correct many mistakes an Associated Press review found that showed the earlier report overstated thousands of stimulus jobs. The AP reviewed a sample of federal contracts, not all 9,000 reported to date, and discovered errors in one in six jobs credited to the $787 billion stimulus program — or nearly 5,000 of the 30,000 jobs claimed so far. Even in its limited review, the AP found job counts that were more than 10 times as high as the actual number of paid positions; jobs credited to the stimulus program that were counted two and sometimes more than four times; and other jobs that were credited to stimulus spending when none was produced.

Iran welcomed Recep Tayyip Erdoğan with excessive warmth. It did not ask for his country to stop being a NATO member, cut its ties with the “cancerous tumor” that must be removed, or put an end to its close relation with the Great Satan.
Erdoğan had sent meaningful messages before his visit: the cancellation of the Israeli participation in air maneuvers and closing off Turkish air passageways to the Israeli fighters; his support of Iran’s right to have nuclear technology for peace purposes and his criticism of the “biased” Arab stance in this issue; his consideration that any military action against Iran would be “an act of madness”."

IN ISTANBUL, one hot, sun-soaked day this past summer, the novelist Orhan Pamuk leaned back in his chair, a writerly throne in an overfull study, and looked out the window. He trained his eyes on the unblemished vista before him, where the Bosphorus, the Sea of Marmara and the Golden Horn run into one another and emerge as a perfect muddle of turquoise. Today, he announced, he was depressed. “I am a writer. I have books to write. What am I doing building a museum?” His voice rose in a crescendo to escape being drowned out by folkloric music coming from a passing cruise ship. A stuffed bird, perched to his left, peered down at the bookish debris below, giving the impression that the writer was addressing the handsome, ill-fated gull. "

The 86th anniversary of the Turkish Republic was celebrated Thursday across the country as well as in northern Cyprus and at several of Turkey’s international outposts.
The first ceremony led by President Abdullah Gül took place at the Atatürk Mausoleum in Anıtkabir. Gül led a delegation of the country’s top officials to the tomb of the Republic's founder, Mustafa Kemal Atatürk, where he placed a wreath of red and white carnations. The group paid homage to Atatürk and sang the Turkish national anthem. The ceremony concluded with Gül signing the Anıtkabir visitors' book."

'Kurdish Opening' Closed Shut
By Soner Cagaptay
ForeignPolicy.com, October 29, 2009
On Oct. 24, Kurdish migrant farm workers started a fight in the town of Ipsala, in the northwest region of Turkey. After the Kurdish workers apparently harassed local girls, some of the town's youth attacked the workers in retaliation. The conflict escalated, and the Kurdish workers were forced to take refuge in the town's mosque to avoid a growing anti-Kurdish mob. Across the country, veiled mothers, the precise constituency one would imagine to be supportive of the ruling Justice and Development Party (AKP) government, protested the government's 'Kurdish opening,' which promises overtures toward the Kurdistan Workers' Party (PKK), a terrorist organization that has waged a 25-year struggle against Turkey."

Turkey between West and East: U.S.’s crux
By Samuel LaRussa
At a time when its friendly political orientation has never meant more to the West, the Turkish government and people are experiencing a dilemma: West or East
This quandary and its resolution by the Turkish government have serious implications for policymakers in Washington and Brussels. For Turkey to choose West — that is, to remain friendly with the United States and Europe — is to pledge itself to continuing down the seemingly endless path toward acceptance into the European Union, to reinforcing democratic and secular principles in government and society, and, most importantly, to embracing its position as a mitigating bridge between the West and the Middle East. Turkey’s role in navigating the difficult relations between Israel and Syria and between the United States and Iran demonstrate the unique capability that it possesses to fulfill this duty."

On Contemporary Turkish Cinema (by Iain Robert Smith) « Changing Turkey in a Changing World
October 28, 2009 by Changing Turkey
[Excerpt from Iain Robert Smith, ''Beam Me up, Ömer': Transnational Media Flow and the Cultural Politics of the Turkish Star Trek Remake', The Velvet Light Trap: A Critical Journal of Film&Television 61 (2008) 3-13.]
In the recent Turkish sci-fi comedy G.O.R.A. (2005), writer/star Cem Yilmaz thoroughly lampoons many of the Americentric traditions of Hollywood science fiction. After the film opens on a space station in which all the characters are speaking English, one character points out the anomaly, pleading, “Can we not have it in Turkish?” Indeed, Turkish turns out to be the galactic lingua franca in this narrative, with everyone—including the alien races—conversing in the Turkish language and using Turkish lira to trade. It is not America that has colonized the people’s consciousness—to paraphrase those infamous words of Wim Wenders—but Turkey. This pointed inversion of the U.S. bias in Hollywood science fiction narratives, however, is balanced with an obvious affection for said films, with the film also offering loving homages to such iconic U.S. films as Star Wars (1977) and The Matrix (1999)."

Chad Dobson: Civil Society Sounds Off on IFC Policies in Istanbul
On Monday, October 5, the International Finance Corporation (IFC) launched the first of several civil society consultations regarding the review and update of their Policy and Performance Standards on Social and Environmental Sustainability during the World Bank/IMF Annual Meetings in Istanbul. These standards govern how communities and the environment are protected during project implementation and stipulate what information is publicly available for IFC-financed projects. The IFC policy's influence extends beyond the organization itself as the Performance Standards formed the basis for the Equator Principles, which currently guide over 70% of project finance in emerging markets. The consultation provided an important platform for civil society to highlight on-going concerns within the IFC's policies and suggest areas where these safeguard policies can be strengthened."

Israel-Turkey: Mending strained alliance | Op-Ed Contributors | Jerusalem Post
Earlier this month, what should have been a multinational exhibit of military cooperation between the Turkish air force and its counterparts in the US, Italy and Israel, became yet another political snub in the growing public rift between Turkey and Israel. The joint exercise, which takes place every few years, was canceled indefinitely after Turkey canceled Israel's participation, causing the US and Italy to forgo the exercise in response. This public rebuff is one of many in a string of events that has shown Turkey's visceral frustration with Israel's handling of its incursion into Gaza late last year. "

Turkish Tourism defies economic downturn | News | Breaking Travel News
Posted on: 27 Oct 2009 at 09:59 AM in Destination
Turkey’s tourism industry has seen remarkable growth over the past few years, proof of the country’s continued popularity as a travel destination in defiance of the global economic crisis. Turkey received 18,694,028 visitors in the first 8 months of 2009, up 1.1% in the same period last year, with annual tourist numbers expected to reach 33 million by 2012. British visitors to Istanbul have also recorded incredible growth at 23% in the first 8 months of 2009, whilst a total of 4.18 million tourists arrived in Istanbul globally, a 2.4% year-on-year increase. PricewaterhouseCoopers anticipates that Turkey’s tourism sector will expand by 12.1% between 2010 and 2013. New investments in the tourism sector, a more sophisticated brand of tourism, wider choice of alternatives and the good value of the Turkish Lira for foreign visitors have all contributed to this success."

Turkey's strategic partnership with Israel jeopardized
By Efraim Inbar
Commentary by
Wednesday, October 28, 2009
In the 1990s, with the end of the Cold War, Kemalist Turkey looked for partners in the Middle East that could help in meeting growing challenges from Iran, Iraq and Syria. Israel was the perfect choice. It shared Turkey’s threat assessment and it was a strong pro-Western country with clout in the United States, the new hegemonic power in the world. Moreover, Jerusalem could provide military technology that the West was reluctant to sell to its NATO ally because of Ankara’s war against the Kurdish insurgency. Subsequently, relations with Israel bloomed economically, diplomatically and militarily. For Israel, the intimacy with Ankara was second only to its relationship with the United States."

Tensions Between Turkey and the West Increase - by Dan Bilefski (New York Times)
Tensions Between Turkey and the West Increase - by Dan Bilefski from the New York Times
The New York Times Reports that with Turkey’s prospects for joining the European Union more elusive than ever and the country reaching out to predominantly Muslim countries with a vigor not seen in years, a longstanding question is vexing the United States and Europe: is this large, secular Muslim country turning East instead of West? When President Barack Obama visited Turkey in April — a symbolic gesture that underlined Turkey’s geo-strategic importance — he emphasized Turkey’s role as a bridge between East and West, acknowledged its mediation in the Arab-Israeli conflict, and threw his weight solidly behind Turkey becoming an European Union member. Now, six months later, some in Washington and Brussels are questioning Turkey’s dependability as an ally, and many Turks are asking whether they should reject the EU before the bloc rejects them.
Note EU-Digest:This New York Times report is a typical reflection of behind the scenes manipulation by political entities in Israel, the EU and the US, who are getting more and more frustrated in their efforts to develop a solid partnership with a Turkey led by a more and more unpredictable and increasingly less secular motivated Prime Minister Recep Tayyip Erdogan. It also shows the result of EU's lack of sensitivity in its dealings with Turkey, as it relates to their membership in the EU. While the EU has allowed practically "Mafia run" Eastern European countries like Romania and Bulgaria to become members of the EU on a fast track, they have been turning the screws on Turkey at every possible occasion and slowing down their EU membership access procedures to a snails pace. Thirdly and possibly more accurate, the New York Times article, published in one of the most influential publications in the US favorable to the Obama Administration could also indicate that a regime change is in the making for Turkey? Time will tell.

Turkey’s Alternative Energy Potential Needs to Get Unblocked | CleanTechies Blog - CleanTechies.com

turkey-renewable-energy-ataturk-dam.jpgTurkey’s alternative energy potential is huge, but it remains locked – at least so far. Earlier this month, Ankara hosted the International Energy Congress on Renewable Energy where the Turkish energy sector was the main discussion point. The congress attracted a record number of participants from public and private sectors, including the Turkish Minister of Energy and members of the country’s Parliament. It was once more observed that the potential of investments in Turkey is by far exceeding the enthusiasm of the bureaucrats and the readiness of the Turkish infrastructure."

Turkey’s Season of the Anchovy
By Yigal Schleifer
ISTANBUL | When it comes to fish, size isn’t everything. Take the tiny Black Sea anchovy, known in Turkey as hamsi. It may be small, cheap and unremarkable looking, but is nevertheless known as the “little prince” of fishes. In the Black Sea area, where hamsi are caught, the finger-sized fish are a staple, used in dozens of dishes and forming an important part of the local economy. The arrival of fall means the start of hamsi season, and for many Istanbul food lovers, it’s a time of celebration."

Learning each other’s language to promote trust
By Patrick Dewhurst
PROMOTING the teaching of Greek in Turkish Cypriot schools, and Turkish in Greek Cypriot schools is an important part of a Cyprus solution, the EU Commissioner for Multilingualism, Leonard Orban said yesterday.
'From a multilingualist point of view, the fact that more people would be able to learn the language of the other community is extremely important. This is one of the key messages of the multilingual policy. By learning the language of others we are strengthening the intercultural dialogue,” said Orban who is currently on a visit to the island.
'I know it is sensitive here but it is part of the solution. It will improve trust, and help people to live together and interact,” Orban told a news conference in Nicosia."

Briefing on the Release of the 2009 Annual Report on International Religious Freedom
Michael H. Posner
Assistant Secretary, Bureau of Democracy, Human Rights, and Labor
Washington, DC
October 26, 2009
[Editor's Note: Secretary Clinton introduced Assistant Secretary Posner at the conclusion of her remarks on the release of the 2009 International Religious Freedom Report.]
...QUESTION: (Inaudible) with Turkish daily Hurriyet. Regarding Turkey here and the executive summary, it says authorities continue their broad ban on wearing Islamic religious headscarves in government offices, as well as in public schools. So what are you saying? Are you saying that the ban on headscarves should be lifted in Turkey?
ASSISTANT SECRETARY POSNER: We’re saying that this is one of the issues of how people express their religious identity, and I think as a general matter, our intention, our hope would be that societies would find a way to allow people to express their religious attitude, their religious belief in nonviolent ways. I don’t know that we’ve got a government position on headscarves, but it – I think raising that in the report suggests that we are trying to encourage, in a general way, governments to find – look, revisit questions about symbolic representations of religion that are nonviolent, and to the extent possible, encourage people or allow people to make those decisions for themselves."

Is Turkey Leaving the West?
By Soner Cagaptay
Foreign Affairs, October 26, 2009
In early October, Turkey disinvited Israel from Anatolian Eagle, an annual Turkish air force exercise that it had held with Israel, NATO, and the United States since the mid-1990s. It marked the first time Turkey's governing Justice and Development Party (AKP) let its increasingly anti-Western rhetoric spill into its foreign policy strategy, and the move may suggest that Turkey's continued cooperation with the West is far from guaranteed."

Kurdish Teens Jailed Under Turkish Anti-Terror Law Pose Reconciliation Challenge
By Dorian Jones
Adana, Turkey
26 October 2009
Reconciliation efforts between the Turkish government and Kurdish rebels were given a boost last week when a small group of rebels from the outlawed Kurdistan Workers Party crossed over from Iraq and turned themselves into Turkish security forces. Some observers have called the largely symbolic event a turning point, but key challenges remain. One of those challenges is the plight of hundreds of Kurdish teenagers facing decades in prison after being accused of supporting terrorism."
