PARIS, Sept 6 (Reuters) - Torture and ill-treatment in Turkish police stations, prisons and psychiatric institutions is declining but there is still cause for concern, a report by Europe's top human rights watchdog said on Wednesday.
Turkey is seeking European Union membership but EU officials are monitoring Ankara's rights record to ensure it meets the bloc's requirements as part of accession negotiations."
