Turkey's security requirements were on the agenda of the National Security Council meeting that took place on Oct. 24, 2005. The resulting national security document, known as the Secret Red Paper of Turkey, was approved by the Cabinet in December 2005, but because the MGK decision was secret, in essence the approval by the Cabinet was also kept secret. Only now in April 2006 are general provisions of this document being divulged to the public by the media. "
