European Union members failed to reach an agreement on the opening of the second chapter of accession talks with Turkey late this week following long discussions on the inclusion of political criteria to the chapter on education and culture.
During a Committee of Permanent Representatives (COREPER) meeting on Thursday, France and several other EU members insisted on the inclusion of political criteria to the education and culture chapter, while the UK, Spain and Finland blocked the proposed addition stressing that it would be open discrimination against Ankara"
