"European Union warns Turkey: Staff shortages blocking best use of EU funds

The European Commission has warned Turkey that it needs to overcome a lack of trained staff in key institutions which manage European Union funds for accession.
The warning comes after repeated complaints from the European Commission, both through its delegation in Ankara and Brussels, that the 'decentralized European funds' for Turkey cannot be managed effectively due to the absence of an independent aid agency and due to a lack of staff in the European Union Secretariat General and Central Finance and Contracts Unit. "
