Business newspaper Referans and the Open Society Institute asked Professor Tosun Terzioğlu, the rector of Sabancı University and former head of TÜBİTAK, how he would spend an extra public fund of YTL 10 billion. Terzioğlu divided the funds among supporting innovation, developing transportation, geothermal energy, research centers and a major theoretical research center in Istanbul"
