The Baker-Hamilton Report, as it has come to be known, has turned out to be something of a latter day 'Balfour Declaration' for the Iraqi Kurds. The reason is that the report’s recommendations concerning a way out of the Iraq debacle for the United States entails a 'sellout' in terms of their political aspirations. "
