"EU states divided over how to handle Turkey

TAMPERE, Finland: EU states agree Turkey must face the consequences of failing to open its ports to Cyprus but have yet to decide the extent to which its membership bid is affected, foreign ministers said yesterday.
Last-ditch efforts by Finland to broker an agreement between Turkey and Cyprus by December 6 collapsed on Monday and EU officials have said failure by Ankara to meet the deadline could mean at least partial suspension of its membership talks."
