Turkey's struggle against the outlawed Kurdistan Workers' Party (PKK) has not helped resolution of the Kurdish issue, but has instead nourished separatism and generated major costs for the entire country, according to a report by the Parliamentary Assembly of the Council of Europe (PACE)."
