Despite speculation on the extent to which European Union-Turkish relations have deteriorated, the state of play in relations isn't as bad as it looks. We can't say that it's very good, or good either.
The Turkish government has yet to fully implement the latest reform package. But at least there are efforts from Ankara to fully apply the political and legal reforms carried out in October 2004. Ankara hasn't opened its ports to Greek Cypriot vessels but at least there's a will to find a global solution to the Cyprus problem. An overall solution for the Cyprus problem would also solve the harbors issue. At least Ankara is trying to show good will even if the Turkish government hasn't implemented the additional protocol."
