"Cyprus to block EU-Turkey talks
Cyprus has threatened to block Turkey's membership talks with the European Union in a dispute over diplomatic ties. Ankara currently does not recognize the Greek Cypriot government in the south of the island, even though it represents all of Cyprus in the EU. Instead Turkey only deals with the breakaway Turkish Cypriot state in the north. The European Commission has increased pressure on Ankara by insisting it open its ports to Cypriot vessels,- as part of a customs union with all 25 EU member states. Implementation of that protocol is one of the EU's preconditions for negotiations with Ankara, scheduled to begin on October Third. "
