The latest example of Turkey's 'lagging in its European Union membership process' recently turned into a full-blown crisis when the EU was supposed to approve the protocol of the 2005 financial package.

The European Commission insisted that the number of employees at the Central Finance and Contracts Unit (CFCU) be increased from 60 to 80 in order for them to approve the package. However, Turkey's General Secretariat for EU Affairs, responsible for the coordination of the Turkish-EU harmonization process, could not convince the other Turkish ministries and institution to send necessary bureaucrats to the unit."
