Turkish Exceptionalism?

"Turkish Exceptionalism?
By Soner Cagaptay
Hurriyet Daily News, November 28, 2010

Some might claim that in spite of the intensifying Justice and Development Party (AKP)-led reorientation of Turkey's domestic and international agenda, Turkey will inevitably maintain, at the least, a fair balance between its Eastern and Western commitments and perhaps even continue to be a strong Western ally. Although some Turks boast about this intrinsic 'Turkish exceptionalism' in explaining their country's unique ability, thus far, to mesh with the West, this is only a myth. Turkey has functioned as an exceptional Western Muslim country, not because the Turks are exceptional, but because they have lived in a system which has taught them that they share values, institutions, and interests with the West, and led them to collaborate with NATO, the United States, and the European Union accession process. Interview with Birgen Kelesh, member of the Great National Assembly of Turkey (Parliament), member of the Turkish delegation to PACE.

Q: In your opinion, how long normalization of the Armenia-Turkey relations may take?

A: It's hard to predict anything here. Naturally, this is related to actions Armenia will take in the future. If Armenia de-occupies Azerbaijani territory and gives up unjust claim against Turkey, the normalization of Armenian-Turkish relations is possible, and this may happen in short period of time. I do not think that this can happen very quickly. But if Karabakh conflict settlement fails to see progress and Armenia continues to put claims against Turkey, the normalization is impossible. "

Following the Turkish agreement on the NATO missile defense system last week in Lisbon, contrary to expectations, Turkey’s perception problem and questions about its direction have not ended in Washington. Instead, Prime Minister Recep Tayyip Erdoğan’s stern messages to Israel from Lebanon, where he visited this week, the new matrix of Washington politics since the midterm elections, in which the Republican opposition is much more stronger, and a set of issues expected to stem from the missile shield system continue to promise a hideous winter for the Turkish-American & Israeli, or TAI, relations."

By Andrew Harris

...In Istanbul, you can still find a kosher butcher wedged into the crowded streets of Galata, and he’ll order you some strong, sweet tea to sip at a tiny table by the counter. You can go out on a Saturday night and gorge yourself at a stylish, exceptional kosher restaurant, and eat Turkish-Jewish food at its best. Although many Synagogues are empty week to week, many aren’t. Either way you look at it, shrinking as it might be, the Jewish community in Turkey has a palpable, accessible presence, with a robust Chief Rabbinate, and a highly functional social security infrastructure. Depending on who you speak to, they’re largely staying put. But if they were to move, en masse (and there are only around 20,000 left, it wouldn’t take much to get everyone to Israel), would they be able to take their culture with them? I’d like to think so."

We arrived in Istanbul during the festival of Eid al-Adha, which commemorates the willingness of Abraham to sacrifice his son Ishmael on God’s command and praises the God who stayed his hand. It is a jarring holiday for me; I was taught that it was Isaac who God saved. It also tears them apart."

Turkey accedes to a missile defense plan

"Turkey accedes to a missile defense plan

Turkey agreed Nov. 20 to integrate itself into NATO’s planned ballistic missile defense, or BMD, network during the alliance’s summit in Lisbon.

Though a potential Iranian missile threat is often cited as the motivation for the United States-led BMD project, a deeper, strategic purpose lies in its ability to provide the U.S. with a platform to underwrite a Eurasian alliance aimed at containing Russia’s growing influence in its former Soviet territory. Turkey is also concerned about Russia’s growing influence, but until this point has been reluctant to sign on to a BMD proposal. However, sensing a geopolitical opportunity in its near abroad, Ankara believes that its relationship with the United States – which has frayed over the past year – must be strengthened in order to take full advantage of its blossoming role. Washington welcomes Turkey playing that role, particularly in the Middle East, as long as Ankara remains a strong partner with the West, something it is attempting to affirm with its consent to the deal."

When NATO agreed on its new strategic concept this past weekend in Lisbon, the Turkish government made sure that Iran was not singled out as a threat to the alliance. Even though the much discussed missile shield was initiated because of Iran’s nuclear program and the country’s aggressive posture and destabilizing role in the region, Turkey has won a symbolic victory after engaging in a salsa-like side-stepping exercise in the run-up to this year’s summit—again."

Turkey's twisting allegiances

"Turkey's twisting allegiances
Written by Sim Tack

Turkey has been known for long to be a geopolitically western oriented nation. With its membership of NATO and the ongoing negotiations over European Union membership it has even tied itself into the most important western alliances. The EU membership of Turkey remains, however, a controversial topic. There have been issues such as limitations to freedom of speech or repression of the media that have kept Turkey out of the European Union so far. Nonetheless, with a NATO membership in hands and EU negotiations already initiated, the membership seems an unstoppable locomotive that will at some point arrive. The question, however, is whether Turkey’s allegiances really still lay with the West in general or Europe specifically. "

Ankara stops on the edge of the cliff

"Ankara stops on the edge of the cliff
MEHMET ALİ BİRAND

The Turkish public did not take notice, but Ankara literally stopped on the edge of the cliff last week at the Lisbon summit when it changed its attitude in respect to the United States and NATO despite the fact that its requests were not fully accepted.

If Ankara were to continue with its former attitude it would have fallen down the cliff in no time."

Scott Carpenter, Osman Faruk Logoglu, and Ian Lesser addressed a special Policy Forum luncheon at The Washington Institute to mark the launch of Regenerating the U.S.-Turkey Partnership, a new Institute Policy Note. Dr. Cagaptay, who coauthored the report with Mr. Carpenter, is director of the Institute's Turkish Research Program. Mr. Logoglu, who served as Turkey's ambassador to the United States from 2001 to 2005, is president of Turkish Policy Forum, an Istanbul-based think tank. Mr. Lesser is a senior transatlantic fellow at the German Marshall Fund of the United States, where he leads work on Mediterranean, Turkish, and wider Atlantic security issues. The following is a rapporteur's summary of their remarks.

Soner Cagaptay and J. Scott Carpenter

U.S.-Turkey relations have passed a pivotal point. No longer can the partnership be defined as strategic. Although the United States has attempted to reach out and engage Ankara, the ruling Justice and Development Party (AKP) has not fully reciprocated. Instead, the AKP's foreign policy is increasingly divergent from Washington's, especially on Middle East issues."

Relations between Nigeria and Turkey are in an upward swing. The fillip was made possible with the restoration of relations between the two countries and the appointment of His Excellency Ahmed Abdulhamid Malammadori as Nigerian Ambassador to Turkey in May, 2008. Before his appointment by the then President Olusegun Obasanjo, Malammadori had been the minister of state for energy. Before then, he was a member of parliament in 2002 and had been a federal commissioner in the Federal Character Commission, responsibilities which, obviously, prepared him for his present task of protecting and projecting the image of Nigeria in Turkey."

"Why Turkey will emerge as the leader of the Muslim World

SONER ÇAĞAPTAY

Turkey is not thought of as the Muslim country par excellence, but Turkey is, perhaps, the most Muslim nation in the world. Due to its unique birth during the collapse of the Ottoman Empire, as a state forged exclusively by and for Muslims through blood and war, Turkey is a Muslim nation by origin, a feature shared perhaps only with partition-created Pakistan."

The NATO and the EU-U.S. summits in Lisbon are important for the future prospects of Turkey in the EU membership process because the outcome of the NATO Summit will have a direct effect on the amount of U.S. support at the EU-U.S. summit for Turkey’s membership. Turkish writer Orhan Pamuk insists he's not the sad soul his writings would have us assume, despite considerable regretful evidence to the contrary.

Pamuk was in Edmonton this weekend as part of the University of Alberta's Festival of Ideas, a congress of notable writers and thinkers brought together to speak on the general theme of 'truth and lies.' Pamuk was one of three Nobel laureates on the festival's guest list, having secured that literary honour back in 2006. NATO and the EU: A rowless summit | The Economist

"A rowless summit

Nov 20th 2010, 22:15 by The Economist | Lisbon

IN BUCHAREST in 2008 they fell over whether to allow Ukraine and Georgia to begin the formal membership process to join NATO. In Strasbourg-Kehl in 2009, they barely patched up the row over the appointment of Anders Fogh Rasmussen as the alliance’s secretary-general, in the face of objections of Turkey. This year Lisbon, the NATO allies seemed to agree on everything. Bad for journalists, but perhaps better for transatlantic relations."
