JTW Comment - The Armenian Issue Revisited: An Armenian and Muslim Tragedy? Yes! Genocide? No!

"The Armenian Issue Revisited: An Armenian and Muslim Tragedy? Yes! Genocide? No!
By Bruce Fein
I. Both Armenians and Muslims in Eastern Anatolia under the Ottoman Empire experienced harrowing casualties and gripping privations during World War I.
Hundreds of thousands perished. Most were innocent. All deserve pity and respect. Their known and unknown graves testify to President John F. Kennedy's lament that "Life is unfair." An Armenian tombstone is worth a Muslim tombstone, and vice versa. No race, religious, or ethnic group stands above or below another in the cathedral of humanity. To paraphrase Shakespeare in "The Merchant of Venice," Hath not everyone eyes? hath not everyone hands, organs, dimensions, senses, affections, passions? fed with the same food, hurt with the same weapons, subject to the same diseases healed by the same means, warmed and cooled by the same winter and summer...If you prick anyone, does he not bleed? if you tickle him, does he not laugh? if you poison him, does he not die?"

The saying goes: Once glass is broken, it's broken. Whatever you do, it's impossible to restore its unbroken state. The French people broke the glass on Sunday. Now we have a Europe perplexed, as if it wasn't clear from public opinion polls that the French electorate would overwhelmingly vote “non” in a referendum on the first European Union constitution. To what extent we can still call the document the “EU Constitution” is another matter, but what's definite is the fact that the French people, for this or that reason but mostly because they were unhappy with rising unemployment, the worsening economic situation and the bad performance of the Jean-Pierre Raffarin government, rejected it."

However the French had voted in Sunday's referendum on the European constitution, the result would have been bad for Turkey. The Euro-Constitution was designed, among other purposes, for an enlarged European Union that would include Turkey. If the French had voted 'yes,' the political elites would have interpreted the victory as occurring despite the unpopular prospect of Turkish entry. Having voted 'no,' the defeat is seen as a result of it. "

Reknowned biographer of Ataturk's life, as well as professor at London University's School of Oriental and African Studies, Andrew Mango, has said that one of the reasons the Armenian matter has laid claim to such wide interest was the use of the word 'genocide' in its introduction to the world.

Mango also said that the loose usage of the word 'genocide' would turn human history into one giant genocide history. Said Mango: 'In this case, every government and people has at one point or another been responsible for a genocide. This is not an accusation that only the Turks should have to shoulder.'

ISTANBUL, TURKEY -- After a 10-hour, twilight-zone flight, walking into Istanbul's Ataturk was more than familiar. I did a double take when I saw the banner, 'Ford Welcomes You to Istanbul.' Wait a minute. Did I just travel 5,000 miles and somehow a twist in the universe has me right back in Detroit where my trip began?
The Ford welcome signs are everywhere. Then my eyes adjust and it all makes sense. Ford has its corporate logo name on every sign greeting fans attending the UEFA Championship, the games deciding European football supremacy. The soccer games -- as we Yanks call them -- are major events here, and the host city, Istanbul, is jammed with fans. Special gates are designated for the faithful from Milan, Italy. Their team will square off with the lads from Liverpool in the title game. If I were Mitch Albom, I'd describe events at the game, which hasn't been played as I write. But, for now, I'll just stick to rooting for Liverpool. "

Certain groups claim that Turkeys full membership to the European Union will profoundly damage Europeanness to the point that the notion of European will no longer exist. For instance in the Declaration of the No Turkish Membership in EU Campaign the opponents argue that Turkey is belong to the East and Islam, not Europe: Turkey is not a European country. "Turkish EU Membership's Possible Impacts on the Mediterranean, Balkans, Black Sea Rims and Russia

I. THE DIVIDEDNESS OF THE MEDITERRANEAN AND TURKEYS FULL MEMBERSHIP

Until the last days of the Roman Empire, the Mediterranean was a sea that attached the lands to its north and south, in other words, Europe, the Middle East, and North Africa. In this respect, ancient Greek and Roman civilizations are more Mediterranean than European and these civilizations maintained their security by developing their Mediterranean vision. To put it differently, security cannot be attained by neglecting either the south or the north of the Mediterranean. The formation of the Arab/Islamic state on the south and Christian kingdoms to the north severed the Mediterranean with rigid borders. As seen in the Crusades, the Islam-Christianity divide caused century-lasting clashes and a permanent security problem. This confirms that so long as the Mediterraneans fraction continues, considerable threats to peace are going to linger on."

JTW Comment - Turkey's EU Membership's Possible Impacts and the Islamic World

"Turkey's EU Membership's Possible Impacts and the Islamic World
Dr. Sedat LACINER

Unquestionably, one of the greatest impacts of Turkeys EU membership will be on relations between the Islamic world and the EU. Over the last 15 years, in a unique fashion, Turkey has remarkably improved its relations with almost all Moslem countries; from Syria, Iran, and Saudi Arabia to Egypt, Malaysia, and Albania. In addition to this, Turkey has augmented its prestige due to its policies towards the Iraq War. It is an omen of regional satisfaction that the Syrian Prime Minister has labeled Turkeys policies as shrewd. Acting independently despite offers of territory (Northern Iraq) and money ($ 30 billion), Turkeys advocacy of Iraqs security and regional stability even in contrast to its national interests has instigated great sympathy from the countries of the region and other Moslem countries. In short, Turkey has broken its long inertness towards the region and has become an influential country. Bearing in mind the Ottoman heritage of the region, Turkeys importance for the Islamic world is almost self-evident."

Azerbaijan and Turkey have faced with political and ideological sabotage and ungrounded territorial claims from Armenia for decades. ANKARA (Reuters) - Turkey's government and financial markets on Monday shrugged off France's rejection of the European Union constitution, but lawmakers and political analysts said it could damage Ankara's bid to join the EU.
Fifty-five percent of French voters rejected the charter in Sunday's referendum, plunging the EU into political crisis and raising the possibility of delays in its further enlargement.
'This result is something which concerns the French public ... not Turkey,' the state Anatolian news agency quoted Foreign Minister Abdullah Gul as saying."

"Can Europe Save itself from Bigotry?
David Barchard
If you live in contemporary Britain, then 'racism' -- any kind of remark or action which implies that racial distinctions are meaningful or that one ethnicity can be in any way inferior to another -- is such a strong taboo that people are terrified of committing it without realizing it. An old friend of mine consulted lawyers after he used the expression 'Too many Indians, not enough chiefs' at work and found that his Indian colleagues had objected to it. He got a dire warning. 'Even if you don't mean it to be racist, if they think it is racist, then according to British law that's what it is.' "

The European Union spent most of last week desperately trying to reassure Turkey that its dream of joining the 25 nation bloc is still alive. But the truth is Ankara's long-held ambitions to join Europe's exclusive club were holed below the water last week. Negotiations with Ankara are scheduled to begin on October 3, but uncertainty over yesterday's referendum on the EU constitution in France and elections in Germany are likely to scupper talks before they even start."

If It Dies, C'est La Vie

"....The more sensible worry is that a French 'no' will usher in a period of European introversion and declining interest in working with the U.S. on such matters as integrating Turkey or Ukraine into Europe. One of the constitution's features is a nonrotating EU president and foreign minister that, the pro-constitution argument goes, would provide the U.S. with a more effective partner on the world stage.

It is unlikely, however, that the EU, even if the constitution goes down, would or could ignore Ukraine or Turkey for long. Turkey's prospects for EU membership would decline considerably if the French vote no, but that would require Brussels to redouble its outreach to Ankara to prevent an even greater crisis on Europe's rim. And although a new, streamlined foreign policy bureaucracy, a possibility under the proposed document, might make the EU a more coherent global actor, the new constitution would do little to change the underlying, consensus-driven process that marks key EU foreign policy decisions. The EU's might be the louder voice, but its words would be no different."

HE is an upcoming star in German politics and the Green Party. Young, sharp, a good communicator, with strong opinions, who entered politics not because of his Turkish descent but rather his green views.

Ozdemir Cem was born in Germany, the EU country with nearly three million people of Turkish descent, making it the biggest Turkish minority in Europe. He was the first German of Turkish background to be elected to the Bundestag and later the European Parliament, a role model for progressive Turks but disliked by the conservatives.

In an interview with the Sunday Mail in Brussels this week, the 40-year-old MEP said Turkey must deal with the dark side and the good chapters of its history, while, referring to Cyprus, he stressed that the isolation of the Turkish Cypriots must end.
Cem underlined that Europe must bring Turkey close, said there was no going back from accession negotiations and appeared concerned with the repercussions that a negative attitude towards Turkey may have within the country itself. "

Cyprus is a very small island, and southern Cyprus is just a part of the small Mediterranean island. JTW Article - Armenian Diaspora in Britain and the Armenian Question

"Armenian Diaspora in Britain and the Armenian Question
Dr. Sedat LAINER

Introduction[1]
The Armenian diaspora in Britain is relatively small when it is compared with those in the United States or in France. Although there is no consensus some Armenian sources claim that the Armenian population in Britain is about 11-19.000, mostly living in London and Manchester.[2] The recent developments showed that the Armenian community in Britain has influenced the British public opinion beyond their population. As will be discussed in this study, the historical experiment about the Armenians in Britain also shows that this is not a new trend; for instance in the 19th century the Armenians, though their number was less than a thousand in England, could success to create an anti-Ottoman public opinion in this country. In this framework, this study first explores the secrets of the Armenian diaspora in Britain in affecting (sometimes manipulating) the British public opinion and press."

"Don't Say Amen for a Prayer Never to Come True!
Seyfi Tashan
Ever since the European Commission's decision to start accession talks with Turkey, conservative European politicians have talked about a special relationship model despite it being promptly and categorically rejected by Turkey. Before committing themselves to such a policy line these politicians should have considered the meaning of such a proposal insofar as Turkey's relations with the European Union are concerned, and whether the scheme they have in mind could be implemented. From what's been suggested by an unnamed French think tank director to a Turkish think tank director, we understand that the plan aims to make Turkey a full partner in the European Security and Defense Policy (ESDP) and oblige it to establish better frontier controls that would lead to 'easing' visa restrictions. In addition, under the plan, Turkey would not be forced to implement EU standards, the EU would put no pressure on Turkey to find solutions the problems of Cyprus and the Aegean, the Armenian question would not be raised, and Kurdish rights would no longer be considered a criteria. Press sees shortcoming in Ankara's legal code

"Press sees shortcoming in Ankara's legal code

The Associated Press

FRIDAY, MAY 27, 2005

ANKARA The Turkish Parliament on Thursday began debating a revised version of the country's delayed penal code reform, amid criticism by journalists who say the amendments do not go far enough toward eliminating threats to press freedom.

The reforms are part of efforts by Prime Minister Recep Tayyip Erdogan's government to raise the country's chances of joining the European Union. But there are concerns that the government's failure to address certain shortfalls may jeopardize the its chances.

Parliament had been expected in March to approve the legislation, which would revamp Turkey's 79-year old code by improving women's rights and eliminating all reference to the death penalty, which was abolished in 2002. But the government delayed the vote until now to address fears that the new code could threaten freedoms and result in prison terms for journalists.

Critics, however, say the revised draft makes no significant improvement, and that one change - making it a crime to humiliate state institutions - would even bring harsher punishment. Journalists say the new code needs further improvements. The code was to have taken effect on June 1.

Erdogan's government had made EU membership a top priority, but it has been accused of flagging in the pace of reforms needed to join the bloc. EU leaders have agreed to start membership negotiations with Turkey on Oct. 3.

Critics say the draft penal code legislation contains vague language that could make it easier to crack down on journalists and make it more difficult to cover legal proceedings.

"We know that the days when Turkey will again be remembered as 'the world's largest journalists' prison' are ahead of us," wrote Oktay Eksi, a columnist for Hurriyet newspaper.

Justice Minister Cemil Cicek defended the code, saying: "It may have shortfalls and mistakes, but no one should say these were deliberate. Important improvements were made through good will and hard work."

One article calls for prison sentences for those who disregard the state's "fundamental national interests." A reasoning attached to the draft of that article specifies that calling for the withdrawal of Turkish soldiers from Cyprus or saying that Armenians were subjected to genocide during World War I should be considered an offense punishable by 3 to 10 years in prison.

The Paris-based Reporters Without Borders said it shared the concerns of Turkish journalists. "Far from bringing Turkish law into line with European law on freedom of expression, some articles of the code on the contrary, would facilitate arbitrary legal action against journalists and entail a climate of self-censorship damaging to press freedom," the group said.

Late Wednesday, Parliament also introduced a measure that allows authorities to be present during meetings between some convicts and their lawyers.

Human rights groups say the measure infringes on prisoners' rights. Observers say the measure appeared to target the lawyers of imprisoned Kurdish rebel leader Abdullah Ocalan's by making it more difficult for him to pass on messages to his rebel group.

Among other measures, police can, with court approval, take prisoners away from jails for re-questioning. Human rights groups object to the measure saying it may leave them vulnerable to abuse.

WSJ.com - The Numbers Guy

"My column last week on the number of Armenians who died in mass killings and deportations in the Ottoman empire 90 years ago sparked a lot of mail, including several letters criticizing the column for minimizing the deaths and for seeming to set a numerical threshold for determining if genocide was committed. Neither was intended by the column, which looked behind a historical death toll that is often repeated without explanation, to examine how it was calculated. Armenian groups and advocates who are pushing Turkey to call the killings a genocide often cite death tolls in their accounts.
Here are some letters, edited for space and clarity:"

ANKARA - Imagine a terrorist organization that over a span of two decades kills 10 times the death toll of September 11. Imagine that after years of hitting and hiding, the head of that organization is finally captured by law enforcement and extradited to the nation where he and his gang committed the attacks. Bowing to international ideals, the country of the victims waives the death penalty, but declares the mastermind guilty of 'treason' and sentences him to life in prison on an isolated island.
Now imagine a European court demanding a retrial - because the terrorist didn't have access to a lawyer quickly enough."

LOS ANGELES (MarketWatch) -- Turkey is not expected to be swayed from market-friendly economic and political reforms aimed at securing European Union membership, even if voters in France and Holland reject the E.U. constitution in the coming days, analysts say.
Voters in those Western European countries chiefly object to what they see as the E.U. constitution's ceding individual country influence, but they also have reservations about widening the union eastward to include Turkey. France holds its referendum May 29, and Holland votes June 1."

Out of the 65 cases, 10 sought recourse in court, the minister said.

He added: However, we have 10 cases, which have proceeded to law suits and court measures demanding various things.

In most cases, Turkish Cypriots mainly inquire about property issues."

A pipeline that brings Caspian oil to Turkey's coast opens Wednesday.

By Yigal Schleifer | Correspondent of The Christian Science Monitor

ISTANBUL Turkey's heartland of Anatolia - the massive plateau that serves as a land bridge between Asia and Europe - is dotted with the remains of 13th-century inns, reminders of the merchant caravans that traveled the fabled east-west Silk Road.
Some 800 years later, Turkey is again trying to take advantage of its strategic location. Today, instead of caravansaries it is building pipelines, and instead of silk and spices the products are less romantic: oil and natural gas."

WASHINGTON -- Like a single pool ball crashing into clusters of others and sending them spinning in all directions, the news of the unexpected German elections is reverberating across Europe.

It spells potential disaster for Turkey's moderate Islamic government, which has pinned most of its foreign and domestic policies on its bid to join the European Union. But it also throws into confusion the plans of the Brussels-based European Commission to secure agreement on the EU budget for the next six-year funding period and threatens the euro currency with a new credibility problem. THERE is hardly anything that can't be bought and sold on the streets of Istanbul.
The sprawling Turkish city undoubtedly retains the mercantile spirit which allowed the Ottoman Empire to flourish before crumbling at the start of the 20th century.
There are thought to be more shops in Istanbul than in almost any other European city, selling everything even the most prolific of shoppers could imagine.
And trade is not restricted to the bazaars, market stalls and chain stores.
Everywhere you look, there seems to be a salesman offering the latest Louis Vuitton bags and DVDs of films not even in the cinemas yet - all the best possible fakes, of course."
