Some 42 million French voters went to the polling booths Sunday and cast their votes for or against the new European charter.
Last-minute opinion polls all indicated that there would be around a 60 percent �no� vote and that the first-ever constitution of the old continent would receive its first major, and perhaps deadly, blow. Exit polls were to become available at 20:00 GMT, well past our deadline to go to print. There were optimistic assessments Sunday that some 9 percent of undecided in the opinion polls could stage a �surprise� in the voting and help prevent the document, which aims to simplify decision-making in the expanded 25-member bloc, go down the drain. "
