Abstract
Regardless of the threat level that terrorism generates to the state and society in democratic systems, terrorism must be considered an internal threat. Terrorists should not be viewed as an outside enemy to be destroyed; instead, they must be perceived as citizens who are criminals of the respective country, and the fight against terrorism has to be carried out accordingly. The concept of ‘war against terror’ can only be used metaphorically. In real terms, terror has to be solved by specific counter-terrorist methods, not by a whole range of war."
