Following a visit to Turkey in November, the European human rights commissioner appealed to Foreign Minister Abdullah Gül to continue human rights reform and update him on Turkey's promise to �correct� the code that criminalizes expressing peaceful opinions which �insult Turkishness.� Among other requests, the letter also called on Turkey to investigate the perpetrators -- regardless of rank -- of the �excessive violence and torture against many civilians, and even deaths, including of children� that took place following the funerals of Kurdistan Workers' Party (PKK) members in March 2006."
