"How the March 2003 resolution was rejected

Turkey is debating once again whether or not to send troops to a foreign country. While the nature of troops to be sent to Lebanon and the resolution to be passed by the United Nations Security Council constitute only one aspect of the debate, the debate ongoing within the government is quite different. Will the government's resolution about the troops to be sent to Lebanon be rejected just like the March 1, 2003 resolution that stipulated a U.S. military presence in Turkey, the deployment of U.S. troops to Iraq via Turkish soil, and Turkey's sending troops to Iraq?
