EDMOND — “Russian police like money,” Layla Tairova, a Turkish refugee from the Russian Republic, recently said in her Oklahoma City home. The Southern Russian province of Krasnodar is home to a sizable population of Meskhetian Turks who formerly were residents of what is now the neighboring state of Uzbekistan. When the Soviet Union ceased to exist, it was agreed by all of the nations that had been part of it that the rights of citizenship would be extended to all people within their borders who formerly had been citizens of the USSR.
