Ambassadors from the European Union's 25 member states are set to begin talks in Brussels today on what the bloc might offer Turkey during a key summit later this month. A draft summit statement leaked earlier this week indicates that the EU position is hardening, and that several tough conditions will be imposed before entry talks -- long sought by Turkey -- can begin. Officials say it is possible that no definitive start date for the talks will emerge from the 16-17 December summit."
