The National Security Council (MGK) envisages that Kurdistan Democratic Party (KDP) leader Massoud Barzani's latest messages are a sign that he wants to negotiate with Turkey. A high-level official, who is also a member of the MGK, said he cannot specify the aims of Barzani but added Turkey will not negotiate security-related issues."
