Foreign ministers of the 25 EU countries will try to remove last-minute obstacles to membership talks with Turkey.

At a two-day meeting near Newport, Wales, they are expected to ask Ankara to do more to normalise relations with Cyprus.
The foreign ministers are back from their summer break to deal with what one British diplomat called a divisive and difficult issue."
