EUOBSERVER / COMMENT - Following Sunday's Luxembourg referendum there are two views about the European Constitutional Treaty: one that it is alive, the other that it is dead.
The British Presidency inclines to the second hypothesis. Its response did not even acknowledge that a majority of Luxembourg's citizens had voted in favour of the Treaty, rejected in France and the Netherlands. "
