One recent Monday morning a 15-year-old boy named Mehmet Ali Agit stepped off a bus at Esenler station, near the centre of Istanbul, to begin a new life in the big city. His brother, Abdulkerim, who had found a job for him in the leather goods business where he works, was there to meet him. They had seen each other only once in the past 10 years."
