When Secretary of State Condoleezza Rice made a stopover in Ankara to meet with her Russian counterpart, Sergei Lavrov, and to hold talks with Turkish officials, the Turks were relieved to hear from her that Turkey and the United States were friends and allies, that there existed very strong bonds between the two countries, that the two countries had such intense relations that it was only normal not to have identical positions on every single issue, and that the surfacing of disagreements between these two friendly and allied countries did not necessarily mean their friendship and allied relations were less valuable."
