DIYARBAKIR, Turkey—Jailed Kurdish rebel leader Abdullah Ocalan called for a new era to end a three-decade military campaign against Turkey, with the emergence of his long-marginalized militia as a regional force strengthening his hand in negotiations with Ankara.
