'The enlargement issue is not, and should not be among those affected by the votes in France and Netherlands,' declare European think-tank leaders in a message sent by the Romanian Academic Society to EU leaders meeting in Brussels for the June 2005 European Council Summit. 'A signal should be given that Europe will continue to be an inclusive, outward-looking Europe and that commitments undertaken at previous European summits will be honored,' reads the declaration originally signed by 23 think-tank heads throughout Europe."
