"E.U. Commission to debate mandate for opening Turkey entry talks

Brussels - The European Commission will next week debate details of a mandate to be given to European Union negotiators ahead of the scheduled start of membership talks with Turkey in October, officials said Friday.
The Commission - the E.U.\'s executive arm - will also table a separate proposal for encouraging discussion between the Turkish and European \"civil societies,\" the officials said.
A Commission spokeswoman said the negotiating document would be \"technical\" and cover a wide range of issues which will be discussed by E.U. and Turkish officials over the coming years.
E.U. entry talks are normally broken down into separate chapters covering areas like political reform, agriculture and competition where candidate nations have to bring their national legislation up to E.U. standards."
