"Turkey Dials Back Plan To Expand Censorship

ISTANBUL—Turkey is stepping back from plans to toughen Internet censorship and will make it harder to ban access to websites, after the announcement of harsh new Internet laws triggered street protests and international criticism.

A plan to require Turkish Internet users to choose one of four state-mandated browsing filters starting this month has been scrapped, said Serhat Ozeren, head of the Internet Board at the Ministry of Transport and Communications, in an interview on Friday."

The Turkish military elite, known for decades as the defender of the secular Turkish republic, found itself checkmated this week by Prime Minister Recep Tayyip Erdogan. Long gone are the days when the army dictated politics, carrying out three coups d’etat − in 1960, 1971 and 1980 − and forcing the resignation of Prime Minister Necmettin Erbakan in 1997. In today’s Turkey, few people, whether from the government or the opposition, would support such interference by the military, or the military elite’s radical form of secularism, which actively discriminated against religious women choosing to wear head scarves in educational institutions and government offices. Turkey’s central bank began dollar sales today with $93 billion available to defend a currency whose slide accelerated after a surprise rate cut.

The bank sold $50 million in an auction, receiving $91 million of bids, and said future sales may be larger to help protect the lira. The currency plunged to a two-year low after the central bank reduced its benchmark yesterday, citing the risk of a recession imported from Europe. The lira pared losses, adding 0.3 percent to 1.735 per dollar at 3 p.m. in Istanbul. "

The documentary Cape Cod to Istanbul premiered on July 31 at the Cape Cod Cultural Center in South Yarmouth to commemorate the 80th anniversary of an historic flight taken in 1931. They flew on a mix of skill, good mechanics, know-how and daring. In a little over two days (49 hours), a specially designed airplane flew from New York City’s Floyd Bennett Field, 5,011.8 miles to Istanbul, Turkey. The pilots were John L. Polando and Russell N. Boardman, who named their plane the “Cape Cod” and painted it on their fuselage because it was the first area discovered in America."

From 31 October, Singapore Airlines will commence new flights between Istanbul and Athens. In addition, the current non-stop services between Singapore and Istanbul will increase from four to six times weekly from 30 October, subject to regulatory approval.

Of these, three of the flights will carry on from Istanbul to Athens.

These new services will present customers from Turkey and around the region more travel options."

The CBRT announces a surprise intermeeting session on Thursday in order to discuss “Eurozone debt problems and global growth outlook.” The Turkish announcement has raised the risk of some combination of an increase in the overnight borrowing rate, a decrease in reserve requirements, or a cut in the policy rate (1-week repo), likely in that order of probability. The focus for the CBRT looks to be more on trying to forestall further weakness in the currency, so raising the overnight borrowing rate would seem to help there both by narrowing the rate spread, as well as narrowing the corridor between it and the repo rate, which has been a particular source of angst and distrust of CBRT policy by the market. But while raising the overnight borrowing rate could kill 2 birds with 1 stone there, it would also represent a bit of an about face of policy, even if proves a somewhat temporary measure to strengthen the lira, as the CBRT explicitly began lowering the borrowing rate from 6.50% to 1.50% in the fourth quarter of 2010 in order to shift the focus of policy-making to the repo rate.

The CBRT maintained its dovish stance in its Inflation Report. However, the Governor's comments during the press conference supported the TRY

The Bank kept its inflation forecasts unchanged at 6.9% for end-2011 and 5.2% for end-2012 in its Inflation Report, whereas the inflation targets remained at 5.5% for end-2011 and 5.0% for end-2012. Governor Basci stated that the CBRT's baseline scenario envisaged policy rates will be held constant at 6.25% until the year-end. The Bank's assumptions on the oil price (USD 115/bbl) and food inflation (7.5% y/y) were also unchanged for 2011. The report stated that, during the second half of the year, inflation is expected to fluctuate significantly mainly due to the base effects caused by food prices. According to the report, annual food inflation is expected to decline in the third quarter, and increase in the last quarter. Consequently, fluctuations in food prices will determine the trajectory of headline inflation."
