Karamanlis calls for ‘cautious steps’ on Cyprus
By Jean Christou
GREEK Prime Minister Costas Karamanlis yesterday called for cautious steps leading to a resumption of Cyprus talks, saying that another failure could not be afforded.
Karamanlis was speaking in Athens after a meeting with President Tassos Papadopoulos, who travelled to the Greek capital on Tuesday to discuss the way forward following his meeting in Paris last month with UN Secretary-general Kofi Annan.
Karmanlis said the Paris meeting had been “particularly important”.
“It was a positive development in the right direction and a step in the framework of the positions we have repeatedly pointed out,” he said.
During the Paris meeting, the Greek Cypriot side had agreed to low-level contacts with the Turkish Cypriots through technical committees on everyday issues.
However, some controversy later arose as to what the committees would be discussing after Papadopoulos said such high-level issues as Varosha and demilitarisation would be on the agenda."

The Turkish army's designated chief of staff has been accused of attempts to frustrate Turkey's EU accession by plotting a series of attacks on Kurdish targets designed to spark a nationalist backlash.
A Turkish public prosecutor has accused general Yasar Buyukanit, head of the Turkish land forces, of orchestrating the hand grenade attack on a Kurdish bookshop in the town of Semdinli in the south east of the country, according to media reports. "

EU membership talks are helpful but not sufficient to boost Turkey's economic development, according to a new World Bank report, published on Monday (6 March).
According to the study’s key recommendations, Ankara must increase employment - mainly among women - clamp down on the black economy and make sure children spend more time at school.
The World Bank indicated that the speed of Turkey's convergence to EU average living standards will depend on the pace of its structural reforms, adding 'commitment to sound economic policies since 2001 has placed the Turkish economy in a good position to embark on a sustained path of faster growth.' Forget Cyprus, headscarf, unemployment, womens rights, health care and all the rest.
The basic fact has not changed: the political fault line in Turkey is drawn over the Kurdish issue. Steps and efforts for reform (or lack thereof, depending on which way you look at it) over the latest years in that area, the developing story in Northern Iraq and the EU process in general has only strengthened the dynamics.
Bombing incidents in Şemdinli and the following act with the indictment that contains almost unprecedented accusations agains a group of officers and the Land Forces Commander should be seen in a context that is, for the moment, too compex to be unfold."

Inside Washington-Why does Europe need Turkey?
Turkey is the Mother of Europe
by Klaus J. Stöhlker
Kemal Atatürk set an example for his compatriots by donning a hat rather than the fez, thereby symbolically representing the Europeanization of his country. The governments of the European Union (EU) have today been obliged to make an equivalent gesture: They have had to remove the cross in order to open the door of Old Europe to a new, wider world. Nowadays, there is no longer a “Sick Man of Europe”, but instead there is a whole parade of sick men and women between the River Elbe and the Atlantic."

Brussels/Nicosia 8 March 2005: The failure of the Annan Plan to reunify Cyprus – accepted by Turkish Cypriots by a large majority but rejected by Greek Cypriots in the 2004 referendum – has left the island’s peace process locked in stagnation.
The International Crisis Group’s latest report, The Cyprus Stalemate: What Next?,* explores the roots of the current political and diplomatic impasse and ways to escape it. While noting understandable concerns of the Greek Cypriots with aspects of the Annan plan, it expresses concern about the uncompromising attitudes of the present Republic of Cyprus government and its unhelpful blocking role in the EU."

March 8, 2006
To trace the boundaries of the vanished Ottoman Empire, take a map of Europe and the Middle East and start shading in every country that, for the last 15 years, has been in the news thanks to civil war, ethnic cleansing, and terrorism. From Bosnia in the northwest to Baghdad in the southeast, the world's most dangerous zone is made up of Ottoman successor states, carved out of the corpse of the empire by rebellious ethnic groups (Serbia, Bulgaria, Romania) or high-handed European imperialists (Lebanon, Syria, Iraq). Just as the collapse of the U.S.S.R. made it possible to feel nostalgic for the Cold War as a time of relative stability, so the aftermath of the fall of the Ottoman Empire - a consummation devoutly wished by Europe for most of the 19th century, and finally achieved after World War I - can make even that corrupt, despotic regime look good."

Brief News:
On the eve of the International Women's Day on 8 March, Employment and Social Affairs Commissioner Vladimir Spidla called for a 'deep change of mentality' in Turkey regarding the country's general approach to women.
During his visit to Ankara, which was timed to coincide with the 8 March celebrations, Spidla recognised Turkey's 'huge progress' in legislative areas affecting women's right, but said that women in that country still faced serious problems in terms of discrimination, domestic violence, lack of access to education and illiteracy. He also said that Turkey was still struggling to stem the practice of 'honour killings' (the killing of women by relatives for allegedly disgracing the family)."

turkey: Tourism suffering from bird flu fears and cartoon protests

Even more disappointing, reservations for the summer season are down, according to hotel representatives and travel agents interviewed at a recent tourism conference in Istanbul.
Reservations have fallen “by 25 to 30 percent compared with last season”, said Fusan Kayan, responsible for sales at the luxury hotel chain Marti, which is based in Marmaris in the west and Antalya in the south.
“The season has gotten off to a bad start,” Yusuf Istanbullu, manager of the Orient Palace in Alanya in southern Turkey, lamented, reporting a 10 percent drop in reservations."

Foreign Minister Abdullah Gul is in Vienna today to represent Ankara in a Turkey-European Union Troika meeting today where the Cyprus knot is expected to be topic A. While Turkish sources expressed their concern that Turkey's entry talks might be suspended if Greek Cyprus continues to act the same way in the future, they told The New Anatolian that Gul will express Ankara's disappointment over the EU's decision to approve direct aid regulations for Turkish Cypriots by decoupling it from direct trade. Since early 2005, a countrywide network of provincial human rights boards operating under the prime minister's office has begun to pay both announced and unannounced visits to local police and gendarme stations to ensure that they have implemented safeguards against the torture and ill-treatment of detainees. By late 2005, human rights boards in 31 of Turkey's 81 provinces had carried out visits to police or gendarme stations."

Turkey continues to publicly cast itself as a country with an unshakable Western orientation, serving as a long-time NATO member and a strategic partner of the United States, as well as and aspiring to European Union membership. The Coming Normalcy?

Whatever else the American occupation of Iraq may be, it serves as a laboratory for ideas about how to wring stability out of chaos—the great foreign-policy challenge of the twenty-first century
by Robert D. Kaplan
.....
T he Iraqi city of Mosul is an age-old caravan crossroads whose history defies the concept of the twentieth- century nation-statethe kind of nation-state the U.S. military occupation of Iraq is trying to hold together (if not create), and to keep from imploding into full- scale civil war.
Historic trade routes have linked Mosul to cities in Syria, Turkey, and Iran, bringing cultural as well as commercial exchanges. The Arabic language in Mosul bears Kurdish and Syriac influences. There is a large community of Chaldaeans—descendants of Christians who were converted (eons ago) from Nestorianism to Catholicism. For a long time, this city was a seat of Catholic missionary activity. Seljuk Turks held Mosul in the Middle Ages and Ottomans held it in the modern era, with a Persian occupation in between. Mosul's degenerating old quarter, with its beetling Ottoman walls and elegantly stuccoed twelfth-century Seljuk minaret, is testimony to this cosmopolitan lineage."

On-the-run terrorist faces trial over Sabanci murder
Fehriye Erdal, who went missing in Belgium last week, will face life in prison sentence if apprehended and extradited to go on trial in Turkey.
Erdal was sentenced to four years in prison by a Belgian court last week, along with six other defendants, who were found guilty on charges of possessing illegal weapons and false documents, despite pleading innocent to the charges against her. She wasn't found at the address where she was thought to be under house arrest last Tuesday. Brussels police went to the address she'd been at since 1999 to arrest her after Bruges Criminal Court made the ruling but couldn't find her, even though the Belgian Interior Ministry had ordered constant surveillance of the house. Making no public announcement, security officials stated that they'd lost track of Erdal. Some sources believe that she'd been plotting her escape and had left the house a few days ago. "

Many Turkish, Moroccan Women Never Had Any Education

Surinamese and Antillean women have a better score, research by the Social and Cultural Planning Bureau (SCP) shows.
The Turkish and Moroccan women who have never been to school are primarily 'imported' marriage partners and women from the first generation of immigrants. But younger women are at a disadvantage, too. 'Of the Turkish and Moroccan women aged up to 35, only a third have a start qualification' (the minimum basic level considered necessary to have a chance of getting a job)."

JTW News - Remarks over Dutch Politics before Municipal Elections
(Nermin Aydemir-JTW/Netherlands) The Dutch are voting in the municipal elections on the 7th March. Parties arrange meetings, deliver posts, talk with people in the street, etc to get electoral support as usual. Nevertheless, it cannot be said that the municipal elections takes a high priority in the agenda. The issue is not more popular than the bird flue or the cartoon case nowadays. Politicians seem rather concerned on the general elections, which will be held in 2007, than the elections next week. The Hague focuses on how to close the gap between political elite and the public and is still trying to figure out the puzzle of the LPF, List of Pim Fortuyn. As it is known, the movement of the extreme rightist political leader, Pim Fortuyn, got an important political support in the general elections of 2002 in the Netherlands. 17% of the electorates voted for LPF, and the party became one of the three partners of the coalition."

Conference 'Social dialogue as a tool to address the informal economy in Turkey'
Ankara, 5 March 2006
Minister,
Ladies and Gentlemen,
I would like to thank the International Labour Organisation for organising today’s event, and I am very pleased to be here to talk to you today about the main challenges of social and employment policy.
Today’s conference provides an important opportunity for the social partners to put forward their ideas on this subject and to play a part in developing the social dialogue between employers and trade unions.
This meeting comes at just the right time: following the opening of accession negotiations last October, fresh impetus is now essential. The open and long-term process provided for in the framework for negotiations with Turkey should not take away from the fact that the reforms which have been introduced must be pursued rapidly and implemented effectively.
I would like to make one point clear from the outset: all of the measures which Turkey has planned with a view to improving the quality of jobs and social protection will be fully effective only if it also succeeds in incorporating the informal economy into the formal economy."

The cartoon crisis, graphic evidence of the cruel treatment of prisoners in Iraq by the Americans, signs of rising Islamophobia in the West after 9/11 in the U.S. and the Madrid and London bombings as well as the apparently politically motivated and state sponsored violent demonstrations in some Muslim countries against the neo Crusade mentality in the West, are all factors that seriously hampered the already delicate relations between Christians and Muslims of the world. These developments, while highlighting Turkey's peculiar role as a bridge between the two cultures, have put pressure on Turkey to make a decision on its own identity: Is Turkey a member of Western culture, is it an emissary of the East to the West, or is it just an eastern society aspiring to acquire same values of the West while trying to preserve its oriental character?"

Factories Giving Turkey a Boost - Los Angeles Times
Firms' growth is helping the nation recover and gain a footing in the world economy.
By Vincent Boland, Financial Times
March 6, 2006
ANKARA, Turkey — Just outside Gaziantep, a city of about 1 million people in southern Turkey, industrial parks sprout from the main road that leads west to Adana and the Mediterranean. Some 150,000 people work there in factories making everything from carpets to chocolates. Much of what these plants produce is bound for export markets: a huge container terminal lies nearby.
Exactly five years after an economic collapse that brought the country to the brink of defaulting on its huge debts, Turkey is finding its entrepreneurial feet again, especially in regional centers such as this city."
