Start up any argument on the European Union, whether it be on the culture and operations of the institution of 25 members or on the immediate topic of Turkey’s candidacy. Soon enough, discussion turns to the matter of Brussels’ 'cumbersome bureaucracy' or like terms. Pick any post-mortem analysis of the recent rejections by the Netherlands and France of the proposed EU constitution. Among the leading culprits is always the 'bureaucratic arrogance of Brussels' or some related evil. For all its allure, it would seem the price of the EU ticket is tolerance of its aloof and powerful bureaucracy. "
