"EU praises Turkish economy, warns on torture, rights

BRUSSELS, Nov 9 (Reuters) - The European Commission awarded candidate nation Turkey the coveted status of a 'functioning market economy' for the first time on Wednesday but warned that stronger action was required to stamp out torture.
A report issued by the European Union executive said: "Turkey can be regarded as a functioning market economy, as long as it firmly maintains its recent stabilisation and reform achievements.""
