Procurement officials say Turkey's economic recovery from the twin financial crises of 2000 and 2001 has stabilized the lira, and given a major boost to Ankara's ability to finance its defense programs

For a change, Turkey's buyers in the international arms market are enjoying a parity advantage due to a weak dollar. Turkey's defense budget, in dollar terms, is projected to rise by almost 8 percent to $10.033 billion this year from $9.305 billion in 2004."
