The start of the second day of the EU summit was delayed as leaders struggled to resolve a dispute with Turkey over how to begin membership talks .
Turkish Prime Minister Recep Tayyip Erdogan refused to accept the EU offer to begin entry talks in October, balking at a demand that his country effectively recognise Cyprus.
Erdogan met with host, Dutch Prime Minister Jan Peter Balkende, ahead of the start of the second day of the Brussels summit."
