"EU ready to say "yes" to Turkey, as well as "but"

BRUSSELS The European Union's 25 countries will agree by Friday to begin membership negotiations with Turkey, but the Netherlands, which holds the EU presidency, is seeking to give individual countries long-term powers to prevent Turkish immigrants from flooding westward, according to Gerrit Zalm, the Dutch finance minister and deputy prime minister. Further economic, political and military reforms in Turkey will also be sought."
