Turkish scientists find new disease

KONYA, Turkey (UPI) -- Turkish scientists say they have discovered a new immune deficiency disease and are calling for more research to stop what could be a serious problem.

Dr. Ismail Reisli of Selcuk University`s Meram School of Medicine`s Children Immunology and Allergy Department announced the disease Wednesday.

He has been studying a 13-year-old girl from Konya, Turkey, for the past three years, the Anadolu News Agency reports.

Reisli said the disease, CD19 Deficiency, is caused by a deficient immune system.

He warned it leaves a body susceptible to other illnesses like pneumonia, bronchitis and meningitis.

Reisli said people could die from it as well."

ANKARA, Turkey, May 31 (UPI) -- The German version of a Microsoft encyclopedia lists Turkish Republic founder Mustafa Kemal Ataturk among dictators including Adolf Hitler, a report said.

The German version of the 2006 Encarta Encyclopedia also put Ataturk, whose name translates into father of the Turks, among the ranks of Joseph Stalin and Mao Zedong, Turkish newspaper Zaman reported.

While Ataturk organized armed resistance to drive Allied forces from Turkey during World War I and later set up a one-party government, he is remembered as an 'exceptional reformer,' the newspaper said."

"SMOKING: CYPRIOTS ARE CHAIN SMOKERS
(AGI) - Brussels, May 30 - The biggest smokers are not Turkish but the people from Cyprus, Eurobarometer says. Eurobarometer has published a research on smoke on the international day against smoke that regards not only the EU-25 but also the candidate countries like Bulgaria, Romania and Turkey. According to the survey the biggest smokers are in Cyprus. They are 44 pct compared to 37 pct of Turkish people and 27 pct in the EU-25 and Italy. The Greeks come second (40 pct). They are the people who smoke more cigarettes a day (23.2 compared to Cypriots' 21.3). The most virtuous countries are Sweden (smokers are only 18 pct) and Netherlands (19 pct). Smokers dropped in Europe from 2002 from 33 pct to 27 pct. Over 80 pct of Europeans want to ban smoking from public places while 56 pct wants to eliminate it from all the restaurants. People who have stopped smoking are 21 pct in the EU-25 with a 30 pct peak of former smokers in Netherlands. Former smokers are only 6 pct in Turkey."

The European Union has earmarked $300 million in aid to the north as a reward for its citizens' acceptance of a U.N. plan for reunification of the island in a 2004 referendum. Greek Cypriots on the southern half of the island overwhelmingly rejected the plan. "

On May 17, a gunman chanting Islamist slogans attacked the Turkish Council of State (the Danistay, or high court for administrative affairs) in Ankara. The gunman killed one judge and wounded four others who were sitting in the Council’s second chamber, which has recently upheld Turkey’s ban on “turbans” in schools. In accordance with the European and Turkish notion of secularism (laïcité in French) as freedom from religious symbols in the public sphere, Turkey bans public officials and school students wearing turbans—a specific style of women’s headcover that emerged in the mid 1980s and that the courts consider an Islamist political symbol. (Turbans are distinct from traditional headscarves, which are not banned.) Photographs of the judges had earlier been published in Islamist newspapers with headlines targeting them."

DIYARBAKIR, Turkey, May 30 (Reuters) - A Turkish mayor could face a jail sentence of up to one year for sending a city ambulance to transport the body of a Kurdish rebel killed in a clash with troops, according to a prosecutor's indictment.

The indictment, details of which were obtained by Reuters on Tuesday, said the use of the ambulance had incurred losses of 16.8 lira ($11) for the city council in Diyarbakir, the main city in Turkey's mainly Kurdish southeast."

553 years ago today, on 29 May 1453, the Ottoman Sultan Mehmet II conquered Constantinople. The Byzantine Empire had been in decline for decades and the fall was inevitable. Some had tried to turn the tide. In 1374, when the Ottomans were only a nascent power, Prince Manuel, governor of Salonica and a son of the Byzantine Emperor, had tried to rally the inhabitants of his city against the Turks. But the Salonicans did not want to bear the high costs of defending their city and promptly threw him out. Out of fear of the Turks his father, Emperor John V, refused Manuel shelter within the walls of Constantinople and so did all the other Byzantine cities. Consequently the prince was forced to seek refuge with... the Ottomans, whom he served until 1394, when he became Emperor himself."

When, at the age of twenty-one, Mehmed II (1451-1481) sat on the throne of the Ottoman Sultans his first thoughts turned to Constantinople. The capital was all that was left from the mighty Christian Roman Empire and its presence, in the midst of the dominions of the powerful new rulers of the lands of Romania, was pregnant with danger. The new Sultan demonstrated diplomatic abilities, during his early attempts to isolate politically the Byzantine capital, when he signed treaties with the Emperor's most important Western allies, the Hungarians and the Venetians. He knew, however, that these were temporary measures, which would provide him with freedom of movement for a limited time only. To give the final blow on the half-dead body of the Byzantine Empire he had to move fast. He was so much preoccupied by his project of conquest that, according to the contemporary Greek Historian Michael Dukas, his mind was occupied by it day and night. A successful expedition against his enemy Ibrahim the Emir of Karamania, in central Asia Minor, postponed briefly his plans. He was back in his capital Hadrianople in May 1451, where he set in motion his great project."

Between one quarter and one third of Iranians are Azeris, descended from Turkic people who settled in north western Iran, in the region now called Azerbaijan. (The historic and ethnic links between Iranian Azerbaijan and the former Soviet Republic of the same name, now an independent state, on its northern border are not as significant as you might think, or as some politicians make out.)
Azeris – in Iran they are generally called “Turks”– live throughout the country, but mostly in West and East Azerbaijan provinces and the capital Tehran.
Their first language is Azeri, although the vast majority also speak Farsi (Persian), the national language. Azeris have played a crucial role in building the national identity of modern Iran. Last week’s tragic jet collision over the Aegean, and the subsequent loss of a Greek air force pilot, may be over and done with but it still raises questions of crucial political significance. And the way these issues are tackled will determine the credibility of Costas Karamanlis’s government and the country’s entire political system.

First of all, in the ongoing military dispute between Greece and Turkey, our armed forces — more specifically, our air force pilots — constitute the only body of citizens who carry out their duties to the letter.

Another crucial issue to bear in mind is that the next few months will see tensions escalate for two major reasons: The European environment is becoming increasingly foreboding for Turkey. In December 2004, the only country expressing significant resistance to Turkey’s EU bid was Austria, but over time it was joined by Germany’s Angela Merkel and skeptics from France and the Netherlands — each for different reasons.

The Ottoman Empire survived for years as the “sick man of Europe.” It would be a great historical mistake if it is embodied within the EU as a different kind of patient.

In the 16th century, Iran under Safavid rule and Turkey under the Ottomans were rising rival empires in a difficult neighborhood. Their conflicts and rivalry revolved mainly around Iraq and the Caucasus. Today, after a long pause, the situation is not altogether different.

After World War I, the territories that caused the friction and conflict between Turkey and Iran were totally lost by the two states, and the geopolitics of the region changed. Relations between Iran, Turkey, and Iraq were shaped by three realities: Pro-Western governments ruled the three countries, the Soviet Union presented a common external threat (in 1955, the three joined the Baghdad Pact under the umbrella of the United States and the United Kingdom), and Kurdish insurgencies and armed political movements presented a common potential internal or trans-regional threat."

Those were the words of former president Glafcos Clerides, who crossed the Green Line on Thursday night to have dinner with Turkish Cypriot leader Mehmet Ali Talat. “I am an old man,” he added, “and Talat is younger. Yet we both share a love for Cyprus and have a common interest.”

Clerides is experienced enough to know that kind words and symbolic gestures are not enough to overcome the chasm between Greek and Turkish Cypriots on a political settlement to the Cyprus problem. And yet what a difference they can make in breaking the political ice between the two sides.

Of course, Clerides today has no political authority for his meeting with Talat to be anything more than a chat between two individuals over dinner, one which apparently went well enough for Clerides to reciprocate the gesture with an invitation to Talat to visit him at his Nicosia home."

The tragic shooting at the Council of State has turned into a total whodunit, thanks to the efforts of the government to prove that the gunman who shot at five judges over a headscarf ruling wasn't an Islamist but a member of a nationalist gang.

The nationalists, for their part, have firmly denied any link.

The military, not too happy with the fact that Muzaffer Tekin used to be in the army -- though discharged -- are keeping quiet.

So Turks are left wondering what's behind the events -- and as one very shrewd observer said, fear that this might be 'deja vu' reminiscent of the times when shots fired at intellectuals went unresolved."

FOR 30 years Marcel Grandy lived and worked in Cyprus in an unofficial but extraordinarily far-reaching capacity. Working for reconciliation between the Greek and Turkish Cypriot communities, before and after the island’s earliest division, he extended the hand of friendship to Greeks and Turks at village level as well as in the highest echelons of government. For several weeks in 1974, and like many in Cyprus, he and his wife Theri had to leave their home near the Green Line in Nicosia when bullets were fired across the bottom of their garden.

In the tense years after Independence in 1960, Grandy had almost constant access to Archbishop Makarios, spiritual leader and head of state, and significantly also to the leader of the Turkish Cypriots, Rauf Denktash. Both were personal friends of the Grandys, who were also valued friends of Ecumenical Patriarch Bartholomew, the head of the Greek Orthodox Church. "

A LINGUISTICS professor in Turkey has identified 738 words of Turkish origin used in everyday language by Greek Cypriots.

According to the study by Ridvan Ozturk, 131 of the words describe items and tools, 61 describe different foods, 56 character descriptions, 34 professions and 22 plants, among other uses.

The words include kebab, bakkali, dolmas, sokaki and pastourmas, three well-known dishes in Cyprus.

In his study, Ozturk said it was natural that after living together for hundreds of years, that Greek and Turkish Cypriots would pick up words from each others’ languages. There were other words that originally came from Arabic and filtered into Turkish and then adopted by Greek Cypriots, he said."

Parliament's European Union Harmonization Commission head Yasar Yakis said late Tuesday that Turkey won't implement the Ankara Protocol unless the EU ends the isolation of the Turkish Cypriots.

Yakis made the remarks at the Conference of Community and European Affairs Committees of Parliaments of the European Union (COSAC) held in Vienna, Austria.

Underlining that the Cyprus peace plan prepared by United Nations Secretary-General Kofi Annan foresees the membership of a reunited Cyprus in the EU as a whole and also considers both Turkish and Greek Cypriots as the founder states, Yakis said, 'We told our European counterparts that if a reunited Cyprus becomes a member of the bloc, we will recognize it.'"

Administratively speaking, Turkish-European Union relations are on track. The same thing goes for diplomatic relations between Brussels and Ankara. But the latest political developments in Turkey have frightened Brussels.
The European Union is closely monitoring the political situation in Turkey. Until two weeks ago, Brussels was estimating that relations were not that bad despite the lack of reforms and the looming additional protocol issue.
But the attack on the Council of State, the reaction of the Turkish public and the behavior of the Turkish prime minister are worrying the European Union."

Though Turkey is continuing with preparations for the start of accession negotiations with the European Union, some troubling developments in recent months have prompted European diplomats and local observers to question the country’s determination to enact and adhere to EU-related reforms.

'Watching it from Ankara, there’s a sense that the political will in Ankara is not as strong as it was, if there’s any left at all, to invest in this process with Europe,' says a diplomat from an EU country, who asked not to be named due to the sensitivity of the issue.

'There’s a perception among international observers in Ankara that the initiatives that they [Turkish officials] are still announcing, and the commitment to the EU process that they are still professing is less convincing because its not being reflected by their actions,' the diplomat added."

Washington – Assistant Secretary of State Daniel Fried says the United States is increasing its cooperation with Turkey against a Kurdish terrorist group, the PKK, and “we want to increase it still more.”

And in separate remarks, World Bank President Paul Wolfowitz urged Turkey to undertake reforms that would prove a Muslim-majority country also can be a prosperous democracy.

Fried, who heads up the State Department’s Europe bureau, said May 18 that it is up to the Turkish government to determine how to deal with the threat of PKK terrorists on its border with Iraq. But he also said Turkey and the new government of Iraq share a common goal of eliminating safe harbors for militants.

“Without getting into intelligence issues, I’m very happy to report to you that our cooperation with Turkey against the PKK is increasing,” Fried said in a roundtable discussion with Turkish diplomats co-hosted by CNN Türk’s Mithat Bereket in Istanbul, and America Abroad Media’s Judy Woodruff in Washington.

Secretary of State Condoleezza Rice, visiting Ankara on April 25, urged Turkey to work with the newly formed Iraqi government to address cross-border terrorism by the PKK -- Kurdistan Workers Party -- a Kurdish separatist group that has sought refuge in neighboring Iraq."

Ecevit, 81, suffered the stroke May 18 after attending the funeral of a high court judge shot and killed by an alleged Islamist extremist gunman, and underwent surgery."

When a gunman killed a judge in Turkey’s highest administrative court in mid May, it looked like a cut-and-dried case of religious terrorism. Now, the certainty that propelled tens of thousands of Turks to protest what they saw as an Islamist assault on the country’s secularist system has evaporated.

Initially after the May 17 incident -- in which Council of State judge Mustafa Ozbilgin died, and four other judges were wounded -- the accused gunman, Alparslan Arslan, was depicted as a religious radical. After being taken into custody, Arslan reportedly said his actions were motivated by a desire to 'punish' the judges for a February ruling upholding a ban on women wearing the Islamic headscarfs in public institutions.

In recent days, however, investigations have been unable to provide convincing evidence in support of the contention that Arslan is an Islamist. Even the widely-reported claim that he shouted 'Allah is great' before opening fire has been refuted by one of the four judges wounded in the attack."

Four men were formally charged with the killing of a senior Turkish judge, Turkey's semi-official Anatolia news agency reported on Sunday.

The four men, including an armed lawyer accused of shooting dead the judge, were charged by an Ankara court with 'attempting to change the constitution, planned murder and hurling explosives', according to the report.

If convicted, the defendants might face prison terms up to life sentences.

Meanwhile, five other people, who had been arrested and interrogated over the killing, were released by the court, said the report."

While the country acts as a cultural bridge between east and west, Turkey will have to reduce unemployment and strengthen its business environment to succeed in its bid for European Union membership, says Paul Wolfowitz, president of the World Bank.

'Countries around the world can learn from' Turkey, he said. 'Turkey's membership will enrich Europe just as much as it will enrich Turkey.'"
