Western provinces of Istanbul and Kocaeli were the largest contributors to the state budget in the first half of 2011, according to Finance Ministry data
The western provinces of Istanbul and Kocaeli are boosting state income by providing around half of all revenues collected by the Treasury Department, according to figures indicated by the Finance Ministry and the Turkish Statistical Institute, or the TÜİK."
