"Turkey plays down EU not opening 2 chapters
Turkey's chief European Union negotiator Ali Babacan over the weekend played down the European Commission's decision not to open talks with Turkey on the public procurement and competition policy negotiation chapters, saying, 'It's normal for there to be opening criteria for chapters.'
Underlining that opening criteria could be added to some chapters, Babacan said, 'Turkey should expect such criteria in some chapters in which Ankara has to make more effort; this is a natural part of the negotiation process.' "
