Since 1991, when India first em-barked upon its now celebrated economic reforms programme, the privatization of its huge state-owned sector has been on the agenda of all successive governments. It has been considered both an effective means for the government to realise value in successful public sector companies and a necessary step to turn around the inefficient ones. But barring a few examples over the past 15 years, the exercise has become more a subject of intense political and economic debate over its merits and demerits."
