It is a truth universally acknowledged that a Muslim woman living in an overwhelmingly Muslim country should not seek to dress in an obviously Muslim manner if she wishes to pursue higher education.
The above statement could feature routinely in British policy-making circles if the country were to adopt, as many suggest, a legal-constitutional commitment to secularism. It has already featured, however, in the Grand Chamber of the European Court of Human Rights, which in November 2005, ruled on the case brought by Leyla Shahin against the prohibition on the hijab in Turkish universities."
