WASHINGTON -- For Westerners, Friday, Dec. 17, could seem to be a kind of throwaway day: too late for Hanukkah, too early for Christmas, and way too early to be thinking about resolutions for 2005.

But what happens on that seemingly modest day will change the Western world forever. Friday, the European Union (news - web sites)'s heads of state will be faced with the historic decision of giving the nod to Turkey's eventual membership in the prospering European 'club.' Either it will vote to set a date, probably in 2005, for the start of 'entry negotiations' that could take as long as 10 years; or it could reject Turkey's long-awaited membership claims, probably for good. "
