Oct 3, 2005 — LUXEMBOURG (Reuters) - European Union foreign ministers formally approved a negotiating mandate to open historic entry talks with Turkey on Monday, a British presidency official said.
The breakthrough came after Turkey said it had agreed with the European Union on a roadmap for its membership talks.
European Union president Britain reconvened a meeting of EU foreign ministers on Monday evening to approve the negotiating framework for opening Turkey's accession talks."
