Turkish parliamentarian Egemen Bagış likes to quote Napoleon Bonaparte, 'If the whole world were a single country, Istanbul would be the capital.'
That, of course, is not going to happen but Bağış, an Istanbul deputy, hopes its rich history, unique location and vibrant economy will at least bring Turkey's biggest city the title of European Culture Capital in 2010."
