"Ankara warns against fait accompli in Kirkuk
Amendment of the Iraqi Constitution, and within this context the amendment of Article 140 -- concerning the future status of the disputed northern Iraqi city of Kirkuk -- and postponement of the implementation of or determining the means of implementation of the article are issues that should be resolved by the Iraqi National Assembly on a consensus basis, Ankara reiterated on Wednesday.

The need for such reiteration stemmed from earlier news reports suggesting that a decision by a high commission of the Iraqi Council of Ministers concerning the implementation of Article 140, pertaining to the determination of the final status of Kirkuk as well as other disputed territories, was approved while Prime Minister Nouri al-Maliki was out of the country and that compensation allowance forms are being distributed to Arab families willing to leave Kirkuk in exchange for financial reimbursement."
