Turkey and European Commission complete introductory phase on first-ever chapter opened between them
Turkey this week submitted its position paper on the research and science chapter of its accession negotiations to the European Union in anticipation of the 25-member bloc's decision about whether or not to open negotiations on the chapter.
Turkey and the European Commission have already completed the screening, or introductory phase, on this first-ever chapter opened between the two. After the Commission completes the screening process, which constitutes close scrutiny of Turkish law to determine whether it abides by the European Union's own legislation, the chapter goes to the European Council, which decides whether it wants to open talks with Turkey on that particular subject. The candidate country submits its own position paper -- ideally formulated after internal debates with all related bodies -- before the EU makes a decision."
