Back in 1999, when European leaders, after long discussions and intense efforts by the Turks, declared Turkey a candidate country, there was widespread belief that it would take ages for this country of 70 million Muslims, with a poor economy and a shaky government overseen by the strong military, could cope with the Copenhagen political criteria and start knocking on Europe's door to start accession talks."
