There are two barbershops on Camp Fallujah, about a ten-minute walk apart. One — run by a Jordanian — is located inside the post exchange complex while the other — a shop owned by an older Turkish gentlemen — sits across from the main chow hall in a gravel-covered lot. Anyone who has been stationed here for more than a month goes to one or the other. Their preference is less of a Montague and Capulet division, however, and more of a comfortable habit. There doesn’t seem to be any bad blood between the two groups, and both are pretty busy most of the day."

The hardest case of all is Turkey. Its membership bid is currently in a form of suspended animation. Entry negotiations have been partly frozen to punish Turkey for its refusal to open its ports and airports to traffc from Cyprus. The French president, Nicolas Sarkozy, remains publicly opposed to Turkish membership but has agreed to put high-level EU debate on the subject on hold until 2010, when a report on the future of the EU by a “group of the wise” (which was Mr Sarkozy’s idea) is due to be delivered. Turkey has serious problems of its own, starting with a court case that threatens to outlaw the ruling Justice and Development (AK) party for threatening the country’s secular order."

In June 2007, Turkey decided to turn its back on European Security and Defense Policy (ESDP) after a long series of negotiations with the EU. Although the Cyprus issue has always complicated Turkey's involvement in ESDP, Turkey has been an important actor in Western security architecture for decades, and its withdrawal from the force has profound implications for the United States, Europe, and Western security institutions, including NATO."

To achieve military strength on a par with its economic power, the EU
needs to acquire new military capabilities. To this end, the EU has two
options: either member states will have to expand their military
budgets and return to at least a partial conscription system -- an
uphill battle given domestic opposition to military spending in the EU
countries -- or the EU could take advantage of Turkey's military power
by allowing it be a full member of the European security architecture.
With its well-trained and well-equipped army, the second largest in
NATO, Turkey could provide the EU with valuable defense assets. More
importantly, given its vast experience against the Kurdistan Workers
Party (the PKK), Turkey has unique abilities in counter terrorism
operations.

The evening after hosting the Queen and the Turkish president for a
