Clinton heads to Turkey for meetings on Syrian rebellion

ACCRA, Ghana — The Obama administration is unlikely to broaden military engagement in Syria before the U.S. presidential election, despite rebel military gains, pleas for help from the rebels and criticism at home that President Obama is sitting on the sidelines, current and former U.S. officials said.
