The first top-level reaction to the progress report came from Turkish Foreign Minister Abdullah Gul in Rome, who said that the European Commission report is balanced, but delayed a detailed response.
But Turkish diplomats indicated that Ankara is not keen on a Cyprus deadline nor an end-date for Turkey's opening its ports and airports to Greek Cyprus.
